PURPOSE: To process all the account-book, which includes the preparation of a requisition bill of a user's staying time and a charge for facilities utilization by organically coupling an entrance and departure monitor system of users who enter the facilities with the account-book system, which prepares a requisition bill for a charge for facilities utilization.

CONSTITUTION: A control system is designed based on a card reader 5 which is installed to each entrance of an under-ground multi-purpose duct 1 where power and telephone cables, gas and water pipes or the like are laid out, and which is to check the entrance and departure of users, an information processing device 4 installed to a central control chamber 3 and a LAN(local area network) 6, which connects the information processing device and the card reader and each equipment such as air conditioning and water supply and transmits various data to the information processing device. Based on the entrance and departure data of users, this control system processes online document control, such as in-facility staying time of users, calculation of charges for facility utilization and preparation of collection bill.
