To generate a stable damping force as desired by strengthening a return spring, preventing a delay in closing of a check valve, and establishing a smooth flow of the oil even if a delay in opening of check valve exists.
In a cylinder, two oil chambers A and B are partitioned by a bulkhead member 9, which is furnished with a first port 7 and a second port 8 to put the two oil chambers in communication, and a damping valve V1 is installed at the outlet end of the first port in such a way as capable of opening and closing while a check valve 26 energized in the closing direction by a return spring is installed at the outlet end of the second port in such a way as capable of opening and closing. In this valve device of a hydraulic shock absorber, the bulkhead member is equipped with a bypass 29 led as detouring the second port and puts the two oil chambers in communication, and on the way of this bypass or at the outlet end, a leaf valve 25 is provided in such a way as capable of opening and closing.
