PURPOSE: To execute coding and decoding capable of holding quality at a fixed level even when the volume of input information is changed and improved at its coding efficiency.
CONSTITUTION: A quantizing part 103 quantizes a signal obtained by the discrete cosine conversion of a difference signal between an input signal and a signal outputted from a frame memory storing a preceding frame based on a 1st quantizing step width calculated from the power value of an input signal calculated by a power calculating part 109 and a prescribed 1st signal to noise ratio (SN ratio) under the control of a quantization control part 110. A requantizing part 112 quantizes a difference signal between a signal which is not quantized by the quantizing part 103 and a signal reversely quantized by a reversely quantizing part 104 based on power value controlled by a requantization control part 111 and a 2nd quantizing step width calculated from the 1st quantizing step width and a prescribed 2nd SN ratio. Variable length coding parts 113, 114 respectively execute the variable length coding of the quantized signals so that the cancel priority of the quantized signal outputted from the quantizing part 103 is reduced and that of the quantized signal outputted from the requantizing part 112 is increased and these coded signals are transmitted as cells with fixed length or variable length packets.
