Based on first and second radio tag ID emitted from vehicles 2, vehicle data, and loader data, a vehicle determination means 31 in a receiver 14 specifies vehicle ID of the vehicles 2, a fleet pattern ID, and a loader ID having the same fleet pattern ID. In this way, even in a mine in which a great number of vehicles 2 are operated, it is determined which vehicle 2 is a specific vehicle 2A requiring loading from the loader 4. Therefore, approach information is transmitted to the loader 4 only when the vehicle 2 is the specific vehicle 2, and field control by the loader 4 can be interrupted in good timing since no report of the approach information is made to the loader 4 even by approach of the vehicle 2 having no relation. Consequently, loading work to the specific vehicle 2A can be started smoothly, and workability can be improved.
