To provide a vehicle control device which can stop a vehicle on a traveling lane adjacent to another lane so as not to hinder the movement of another vehicle between the traveling lane and the other lane when an abnormality occurs to a driver.SOLUTION: A vehicle control device determines whether or not there is an abnormality at an involvement level to driving of a driver, determines a stop position on a traveling lane at least on the basis of map information when there is the abnormality in the driver, determines whether or not another lane is adjacent to the opposite side of a fast lane for the stop position, determines whether or not the stop position is included in a stop avoidance area to be determined on the traveling lane on the basis of an adjacence start position for starting adjacence of the other lane to the traveling lane or an adjacence end position for ending adjacence of the other lane to the traveling lane when the other lane is adjacent, and generates a stop plan for stopping a vehicle at a position except the stop avoidance area between the adjacence start position and the adjacence end position when the stop position is included in the stop avoidance area.SELECTED DRAWING: Figure 2
