To provide a vehicle control device which cuts vehicle manufacturing costs, and reduces its space occupying in a vehicle, and to provide the vehicle.
The vehicle control device comprises an engine operating condition determining means 120, a door lock information receiving means 110, and a control means 130. The determining means 120 determines whether an engine of the vehicle is in an operating condition or a non-operating condition in which the engine is stopped. The door lock information receiving means 110 receives door lock information radio-transmitted by an electronic key. The control means 130 has an operating equipment control section 132 for controlling operating equipment for operating the vehicle, and a door lock control section 131 for controlling the operation of a door lock. When it is determined that the engine is in the operating condition, the control means 130 activates the operating equipment control section 132 and stops the door lock control section 131. On the other hand when it is determined that the engine is in the non-operating condition, the control means 130 activates the door lock control section 131 and stops the operating equipment control section 132.
