The vehicle control program development system has (1) a module library in which a function module for defining an input/output signal between an installed part and a vehicle control device is memorized in every variation of a vehicle; (2) a module data base for memorizing a module information or the like including an information for specifying a module, the installed part and a variation of the vehicle; (3) a module extraction means for extracting the module information for controlling the respective installed parts based on the inputted information from the module data base; (4) a main function memory means in which a source code of the main function of the vehicle control program is memorized as a template; and (5) a vehicle control program source code description means for describing the source code of the vehicle control program by inserting the respective modules to the template based on the various kinds of information.
