To provide a vehicle control system that enables a vehicle to safely travel by external recognition with an on-vehicle sensor, and an electronic control device.SOLUTION: A vehicle control system 100 includes an electronic control unit 120 mounted on a plurality of vehicles 200 and a server 110 communicably connected thereto. The electronic control unit 120 includes: a recognition unit 121 for recognizing road conditions; a determination unit 122 for determining abnormality; a transmission unit 123 for transmitting abnormality information including a position and time of abnormality determination and a type of determined abnormality to the server 110; and a vehicle control unit 124 for causing the vehicle 200 to travel along a recommended route received from the server 110. The server 110 includes: a recording unit 111 for recording abnormality occurrence information having the received abnormality information associated with map information; an operation unit 112 for calculating a travel difficulty level based on a determination frequency of abnormality; a route selection unit 113 for selecting a route in which total of the travel difficulty level becomes minimum from route candidates in the map information; and a transmission unit 114 for transmitting the selected route as a recommended route.SELECTED DRAWING: Figure 1
