A second switch operating portion 22 also serving as a decorating member and having conductivity is arranged on a horn pad 12a of an airbag module 4. A projecting shaft 22a on a back surface of the second switch operating portion 22 is made to penetrate the horn pad 12a, inserted in a circuit substrate 23 arranged on a back surface thereof, and fixed by a conductive clip 24. When touching on the second switch operating portion 22, a capacitance detecting portion 32 provided on the circuit substrate 23 detects that a driver touches from changes in capacitance, and actuates a timer 31 to sound the horn 29 only for a short time decided by the timer 31.
