PURPOSE: To provide a very low speed starting control device for a vehicle whereby starting a vehicle from its stop condition can be smoothly performed, for instance, by a creep phenomenon to effectively perform automatic guidance operation control or the like.

CONSTITUTION: A VSV14 for increasing an idle speed of an engine is provided in a vehicle, and a driving current is supplied to this VSV14 at the time of closing a blower switch where an air conditioning system 11 is placed in an operative condition. A CPU 17 of a starting control circuit 16 inputs a start timing signal from an automatic guidance system 15 and a car speed pulse signal, so as to turn on a relay circuit 18 and also a transistor 19, in a very low speed decision condition of the vehicle. By turning on the transistor 19 together with turning on this relay circuit 18, the driving current is supplied to the VSV14, so as to perform control of increasing the idle speed.
