PURPOSE: To provide a video reproducing device, etc., which can operate the rotary system, etc., of a video recording/reproducing device at a normal speed regardless of the fast forward speed, etc.

CONSTITUTION: When a control signal RC is inputted to a video recording/ reproducing device 50 for a fast forward operation, a control circuit 522 controls a recorder 504 and a reproduction circuit 506 via the recorder and reproduction control signals respectively. Then the circuit 522 reads an intra-table signal out of a magneto-optical disk and stores it in an intra-table 524. The intra- numbers stored in the intra-table 524 are thinned and selected in response to the fast forward speed, and a frame signal Ij of the selected number is read out. A FIFO circuit 508 expands the time base of the signal Ij in order to eliminate its non-signal area and outputs this signal to a video signal transmission device as a video signal VR.
