PURPOSE: To realize imcombustibility of a voltage nonlinear resistor, without decreasing humidity resistance and the like of the voltage nonlinear resistor.

CONSTITUTION: A voltage nonlinear resistance base 2 (zinc oxide sintered body), which is the base of a voltage nonlinear resistor 1, is covered with silver inner electrode layers 3a, 3b formed on the end surfaces of the base 2, a borosilicate zinc glass layer 4 as an inorganic insulating layer formed on the outer peripheral side, and solder layers 6a, 6b on the surfaces of the inner electrode layers 3a, 3b. The outside of the solder layers 6a, 6b is covered with a sheathing resin layer 7 of epoxyphenol type containing about 80wt.% of silicon oxide powder.
