PURPOSE: To offer a sufficient appeal to vehicle drivers by housing a battery box into a pocket and electrically connecting this battery box via a wiring to light emitting bodies mounted at a waist pouch.

CONSTITUTION: A mounting member 7 is mounted at a surface part 2a of a housing part 2 of this waist pouch 1 by a fixing means, such as adhering or sewing. On the other hand, the battery box 16 is housed into the pocket 15 and both (16, 7) are properly connected via the wiring 20. A running person riding on a bicycle uses the waist pouch 1 by positioning its housing part 2 to his waist. At this time, a light emitting body control circuit is operated by the driving power from a power source when a switch 19 is turned on. Plural pieces of the light emitting element bodies 9 are continuously and repetitively lighted and flickered according to the setting of alternating or continuous or other programs by the output signals from this light emitting body control circuit. If the surface plate 12 of the mounting member 7 is a reflection plate, the light projected from the vehicles, etc., is reflected by the surface plate 12. The presence of the running person is appealed to the drivers by the reflected light coupled with the lighting and flickering of the light emitting bodies 9.
