To obtain a water-soluble coating compsn. which can form an adhesive layer enabling direct electrostatic flocking of org. short fibers onto the surface of a substrate (e.g. a surface-treated steel sheet) by using, as the main ingredient, a water-base epoxy-modified polyurethane resin for preparing a one-pack coating compsn. or a water-base polyester urethane resin for preparing a two-pack coating compsn.
A water-base coating compsn. for flock adhesion of a one-pack type is prepd. by compounding 100 pts.wt. water-base epoxy-modified polyurethane resin with 3.0-5.0 pts.wt. water-base acidic black dye soln., 0.5-2.0 pts.wt. antifoaming agent, and 0.5-1.0 pt.wt. pH adjusting agent. A water-base coating compsn. for flock adhesion of a two-pack type is prepd. by compounding 100 pts.wt. water-base polyester urethane resin with 3.0-5.0 pts.wt. water-base acidic black dye soln., 0.5-2.0 pts.wt. antifoaming agent, and 0.5-1.0 pts.wt. pH adjusting agent and combining the resultant compsn. with a nonyellowing polyisocyanate resin, as the curative, in an amt. of 20 wt.% thereof.
