PURPOSE: To obtain water-permeable concrete having water permeability as well as compressive strength and flexural strength by applying a binder obtained by mixing water, cement, an adhesive and a cure retarder to an aggregate of a water-permeable concrete produced by kneading water, aggregate and cement.

CONSTITUTION: An adhesive composed mainly of e.g. a vinyl acetate-BEOVA copolymer resin is added to cement, water and stones and the mixture is incorporated with naphthalenesulfonic acid or polyoxycarboxylic acid as a retarder. In the above process, stones of 5-20mm is used in place of sand used in conventional concrete, binder layers 2a, 2b, 2c, 2d are formed on the surface of the stones 1a, 1b, 1c, 1d and the stones are bonded with each other via the binder layers. Water can be permeated through narrow gaps 3 formed between the stones.
