When an operator releases the hook 28 by failing to hitch the hook 28 on the wheelchair, the webbing 20 is wound by energizing force, and at this time, when the hook and loop fastener 32 contacts with a floor carpet, since the hook and loop fastener sticks to the part, the hook 28 does not jump up and down.
