To collect plural residual paper rolls as a single recycled roll, and effectively utilize them by arranging a connecting part between a rolling-out roll and a winding roll, correcting meandering of a belt-like body rolled out of the rolling-out roll by a guide roller, and controlling information such as a travel distance of the wound belt-like body.
A tape connecting part 3 connects belt-like bodies to each other by sticking a tip part of a belt-like body S1 rolled out of a roll R1 respectively installed in a roll rolling-out part 1 and a winding part 2 and a rear end part of a belt-like body of a roll R2 on a pressure sensitive adhesive tape. A meandering correcting roller unit 22 corrects meandering by laterally swinging a frame in which rollers 24 and 25 are installed so that the edge of the belt-like body S1 exists in a 0 point position of a guide sensor. A programmable logical controller 27 arithmetically operates and stores it after a travel distance of the belt-like body S1 is detected by a rotary encoder 31 or the like. Information on the belt-like bodies of respective rolling-out rollers R1 contained in a recycled roll R2 can be known thereby.
