When a transmitter station 102 is authorized to perform transmission, it acquires transmission line characteristic information of a first transmission line 104 and transmission line characteristic information of a second transmission line 105 and selects a transmission line to be used for transmitting a frame to a receiver station 103 based on the transmission line characteristic information of the first transmission line 104 and the transmission line characteristic information of the second transmission line 105. Each time the predetermined number of frames are transmitted before the lapse of a term specified in the transmission authority after the selection of the transmission line, the transmission line to be used for transmitting the frame to the receiver station 103 is selected based on the acquired transmission line characteristic information of a non-selected transmission line and newly acquired transmission line characteristic information of a selected transmission line.
