To automatically move telephone functions from an on-board communication terminal to a mobile communication terminal when a user leaves a vehicle.

A wireless communication system 1 has a cellular phone 2, an on-board communication device 4 and a base station 5, and the on-board communication device 4 is transmitted with an ignition off signal that indicates a user leaves the vehicle 3. If the on-board communication device 4 has the telephone functions and receives the off signal, the on-board communication device 4 transmits a notification of switching telephone functions to the cellular phone 2 through short distance communication parts 15 and 9, and the cellular phone 2 transmits a request direction to the base station 5 to move the telephone functions to the mobile communication terminal itself until transmission is established.
