PURPOSE: To reduce a worker's burden in case of performing an insulation test, and also to elevate its safety, by moving a moving table on which an object to be inspected has been placed, to a testing position, and also effectively controlling a necessary operation start time of an automatic withstand voltage and insulation tester.

CONSTITUTION: An object to be inspected 2 is placed on a pallet 3, is carried to a withstand voltage and insulation tester by a manual conveyor 4 of the upper stream side, and is placed on a moving table 19 in a state that it remains placed on the pallet 3. When the pallet 3 is set a prescribed position, the limit switch is turned on, and a solenoid valve is energized. As a result, an air pressure cylinder is operated, the pallet 3 is raised, a clip 24 is made to bite-contact with an earth terminal of the object to be inspected 2, and a plug socket 25 is made to insert-contact with a test voltage applied terminal. Also, the moving table 19 is fed to a testing position by a reversible motor 17, and a withstand voltage and insulation test are started. When said tests have ended, said operation is reversed. In this way, a worker's burden is reduced, and the operation can be performed in safety.
