PURPOSE: To quickly and precisely perform the distribution of a worker to each working station without depending on another's hand and to easily improve working efficiency by shortening cycle time.

CONSTITUTION: A process organization data storage means 2 stores the standard working time of work to be performed in each working station as data, and a worker speed ratio data storage means 3 stores a ratio of standard working time at every working station to real time of the worker at every working station as the data. Also, a worker distribution planning means 4 distributes the worker to each working station so that the longest working time in the working time in respective working station can be minimized based on the data stored in the process organization data storage means 2 and the worker speed ratio data storage means 3, respectively. Output means 7, 8 output the the data of the worker distributed by the worker distribution planning means 4. Thereby, it is possible to perform the distribution of the worker to each working station without depending on the another's hand.
