PURPOSE: To prevent the wrong calls by sending the traffic control data including a circuit number from a center before the deadline for voting (purchase) and collating the control data with the center number connected to its own device number at a terminal.

CONSTITUTION: A center system 11 enclosed by a double frame of a voting (purchase) center 1 transmits the traffic control data to unpurchased terminal before the deadline to designate a circuit number as well as an area-based terminal device number. A center number recording part 42 enclosed by a double frame is set at a terminal 3 in addition to a memory 41 storing its own device number. The traffic control data received at the terminal 3 is compared with the contents of the memories 41 and 42 via a comparison function COMP 31-1 of a CPU 31. If no coincidence is obtained in this comparison, the transmission is inhibited for a telegram produced previously. Then the coincidence is obtained, a terminal device number is connected to a circuit control part 36. Thus the telegram is sent to a center circuit. As a result, the wrong calls can be prevented to the center 1.
