PROBLEM TO BE SOLVED: To estimate whether a plurality of communication terminals are the same even when identification information of the communication terminals cannot be acquired.SOLUTION: An advertisement distribution system 20 receives related information on a user terminal 10 from a plurality of user terminals 10. The user terminal 10 cannot be specified from the related information. Similarity of related information received from the plurality of user terminals is determined.
