Abstract:
Provided are a charging and discharging control device for a storage cell, a charging and discharging control method for a storage cell, and a charging and discharging program for a storage cell that generate a charging and discharging control plan for reliably reducing peak power. The charging and discharging control device for a storage cell provides a control service on the basis of a charging and discharging control plan for one or a plurality of storage cells, and has the following: a charging and discharging state history generation means for generating a charging and discharging state history which is a history of the charging and discharging states of the storage cell including a discharging state, a conductive state, and a charging state; a control conditions generation means for generating control conditions which are controls for the conductive state or the charging state in the history of the charging and discharging control plan, and which are for instructing discharging control for a target time slot portion which was in the discharging state in the charging and discharging state history; and a control plan generation means for generating the charging and discharging control plan that has controls for the control-conditions for the target time slot portion, and that has, for time slot portions other than the target time slot portion, controls by which peak power becomes smaller and which are for any of the charging and discharging states.
