PROBLEM TO BE SOLVED: To provide a function to be able to borrow in advance communication capacity regularly added to a radio communication line.SOLUTION: A communication capacity management device comprises: a residual capacity management unit that manages the residual capacity of regularly-added communication capacity which is communication capacity with an expiry date added by a prescribed amount per prescribed period in a radio communication line with limited communication capacity; and an advance addition management unit that performance advance addition processing to add desired capacity from next regularly-added communication capacity to current regularly-added communication capacity before when the next regularly-added communication capacity is added.SELECTED DRAWING: Figure 1
