PROBLEM TO BE SOLVED: To improve a communication quality after conversion of video coding when communicating between terminals of different video coding schemes.SOLUTION: A management device includes: a storage section in which a communication scheme and NW quality resistance are stored while being associated with each other for each terminal; and a narrowing section by which, when exchanging data between a first terminal and a second terminal, in the case where communication schemes are different, a first required time from the transmission of first information from the first terminal to one of a plurality of relay apparatuses to the reception of a response to the first information by the first terminal is calculated for each relay apparatus, a second required time from the transmission of second information from one of a plurality of conversion apparatuses which are provided correspondingly to the relay apparatuses and perform interconversion of communication schemes to the second terminal to the reception of a response to the second information by one of the conversion apparatuses is calculated for each conversion apparatus and in accordance with a result of comparing the NW quality resistance between the first terminal and the second terminal, any conversion apparatus is selected on the basis of the first required time and the second required time.
