PROBLEM TO BE SOLVED: To alert a user who uses a portable terminal while moving to the danger of collision with people around the user according to the dangerousness.SOLUTION: A determination device 2 comprises a suspicious person density calculation section 212 which calculates the density of users of a portable terminal 1 who are texting while walking in an area identified by each area ID stored in an area DB 221, a countermeasure necessity determination section 213 which determines a necessary area of countermeasure by comparing a density value calculated by the suspicious person density calculation section 212 with a predetermined threshold value, and a countermeasure section 214 which transmits warning information to the portable terminal 1 belonging to the area which is determined as a necessary area of countermeasure by the countermeasure necessity determination section 213.SELECTED DRAWING: Figure 3
