PROBLEM TO BE SOLVED: To provide a distribution control system, a distribution system, a distribution control method, and a program for elongating available time of a communication terminal even in the case of using a thin client technology for distributing video.SOLUTION: A distribution control system 2 comprises: a reception unit for receiving, from a communication terminal 5, terminal information showing a state of the communication terminal; a creation unit for creating still image data from content data; a conversion unit for converting the still image data to video data; a channel adaptive control unit for changing, on the basis of the terminal information, setting for the video data at the time of the conversion unit converting the still image data to the video data; and a transmission unit for transmitting the video data to the communication terminal.SELECTED DRAWING: Figure 3
