PROBLEM TO BE SOLVED: To provide a management server or the like capable of realizing a new service that can be used without concern for a communication traffic volume of a specific application provided by an application provider.SOLUTION: A management server includes a management unit that determines whether a communication traffic volume at a user's terminal has reached an upper limit value capable of being used without speed limitation, a registration unit that registers a specific application provided by an application provider to the user, and a calculation unit that calculates a charged amount to be billed to the application provider, and the management unit does not count the communication traffic volume of the communication by an application registered by the user's terminal as the communication traffic volume in the user's terminal and the calculation unit calculates a charge amount to be billed to the application provider that provides the application on the basis of the communication traffic volume of the communication by the registered application in the user's terminal.SELECTED DRAWING: Figure 8
