PROBLEM TO BE SOLVED: To provide a risk base authentication method and a system for achieving authentication which is integrated with a user in a position.SOLUTION: A user authentication server stores in advance, element information of short-range radio communication on a first terminal, and address information of a second terminal which a user possesses. First, the first terminal sends an authentication request to the user authentication server, then, the user authentication server requests a scan list of the short-range radio communication to the second terminal. Then, the second terminal replies the scan list of short-range radio communication of its surrounding, to the user authentication server. Then, the user authentication server determines whether or not, the element information based on the first terminal is contained in the scan list. Then, the user authentication server replies the authentication success to the first terminal, when it is determined as genuine, in the fourth step.SELECTED DRAWING: Figure 2
