Abstract:
PROBLEM TO BE SOLVED: To provide a picture information providing device that can provide picture information on a predetermined segment to a demander demanding transmission of the picture information such that the picture information thereon is not overlapped with each other.SOLUTION: The picture information providing device comprises: a database part 12 that stores a picture file of a running picture; a change-over point registration part 13 that performs image recognition of the running picture, and registers a plurality of change-over points on the basis of a time series change in an object recognition state of whether or not it is recognized that a predetermined object exists in the running picture; a change-over point pair detection part 14 that detects a pair of change-over points capable of deeming the same point and the same direction; a link information generation part 15 that generates link information for causing the pair of change-over points to link; and a replay part 16 that replays the running picture on the basis of the link information.
