The present invention provides an apparatus for exercise and rehabilitation using a horizontal movement, and the apparatus comprises: a base (10), on which a pair of rails (12) are spaced apart at certain intervals and are formed in a horizontal direction; a foothold (20) which is horizontally moved along the rails (12) of said base (10) and is configured such that a user is able to step thereon; and a driving means (30) which is connected to one side of said foothold (20) and enables the foothold (20) to reciprocate in a horizontal manner, wherein said driving means comprises: a driving motor (40); a flywheel (50) which is rotated in connection with said driving motor (40) in a driving manner; an eccentric pin (60) which is installed on one side of said flywheel (50) such that the flywheel is eccentric at a rotational shaft (52) of the flywheel (50); and an operation rod (70) having one end which is axially coupled with said eccentric pin (60) to allow rotation thereon, and having the other end which is coupled with one end of said foothold (20), wherein a chamfered portion (51) is formed on the circumferential surface of the flywheel (50), which is adjacent to the eccentric pin (60).
