A coil winding apparatus and a bobbin (120), the coil winding apparatus comprising a winding unit (100), a winding assistance unit (200), and a rotation unit (300); the winding unit (100) comprises a mounting member (110), a bobbin (120), and a first driver (130), one end of the mounting member (110) being provided with a mounting hole (112), the bobbin (120) passing through the mounting hole (112), and the first driver (130) being used for driving the bobbin (120) to make a reciprocating movement relative to the direction of depth of the mounting hole (112); the winding assistance unit (200) comprises a connecting member (210), engaging members (220), and a second driver (230), one side of all of the engaging members (220) being engaged to form a sleeve hole (240), an avoidance space (260) being provided between the sleeve hole (240) and the connecting member (210), the sleeve hole (240) having a sleeve fit with the bobbin (120) such that the engaging members (220) and the mounting member (110) are spaced apart to form a limiting space (250), and the second driver (230) driving the engaging members (220) to move so that the sleeve hole (240) opens or closes; and the rotation unit (300) can drive the bobbin (120) to rotate or the rotation unit (300) can drive the bobbin (120) and the engaging members (220) to rotate synchronously along the centre line of the bobbin (120).
