Abstract:
Provided is a degradation estimating device 31 comprising: a calculating unit (CPU 33) for calculating the degradation amount of a power storage element 1; and an estimating unit (CPU 33) for estimating a transient degradation amount on the basis of the degradation amount calculated by the calculating unit and a persistent degradation amount persisting without decreasing over time. An increase in persistent degradation amount is suppressed by estimating the transient degradation amount and, for example, restricting input/output of the power storage element 1.
