[Problem] To provide an eccentric rotation device that is capable of appropriate lubrication and cooling by means of a processing liquid while preventing damage to members and loss of energy resulting from friction. [Solution] The rotation-prevention mechanism (20) of the eccentric rotation device (100) has: a rotating plate (21) affixed to the other end (13b) of a rotating shaft (13); and a crank member (25) connected rotatably between the rotating plate (21) and a cover (2). The crank member (25) is connected to the bottom of the rotating plate (21), and as stated later, has pump functionality that transports a lubricating oil (F) as a processing liquid to the rotating shaft (13), a bearing (15), and the like. A flow path (253) for transporting the lubricating oil (F) is formed inside the crank member (25). As a result, there is no need for a mechanism for linearly moving a weighty mobile plate as a pump mechanism, and so it is possible to perform appropriate lubricating and cooling by means of the lubricating oil (F) while preventing damage to members and loss of energy.
