Abstract:
A first spectrum control device (upper spectrum manager) performs the following control in a configuration in which a second radio communication system uses secondarily a frequency band which a first radio communication system is allowed to use with priority. The first spectrum control device divides the allowable interference power at a reception station in the first radio communication system with respect to a plurality of second spectrum control devices (lower spectrum managers) each for managing the use of the frequency band in secondary transmission stations in the second radio communication system, the secondary transmission stations being classified by a predetermined condition, for a set of classified secondary transmission stations, and assigns the divisions to the plurality of second spectrum control devices.
