[Problem] To provide a ground-shape estimation program, a ground-shape estimation device, and a ground-shape estimation method which are capable of automatically removing, as noise, with high probability, point groups other than ground points, and which are capable of estimating, with high accuracy, the three-dimensional shape of the ground. [Solution] A ground-shape estimation program 1a allows a computer to function as: a three-dimensional-point group data acquisition unit 51 which acquires three-dimensional-point group data comprising the three-dimensional coordinates of a plurality of points within a target area; a vertical-cross-section setting unit 52 which sets a vertical cross section for obtaining the ground line of the target area; and a noise-removal processing unit 53 for removing, as noise, points other than the ground points forming the surface of the ground, from among the point groups present between two planes which are provided so as to be parallel with a first interval therebetween, and which have the vertical cross section as a centre plane.
