Abstract:
An image is divided into a plurality of tiles, and each tile is divided into rectangular regions including at least one block row comprising a plurality of blocks having a size at most equal to that of the tile. If each slice in the image includes only one rectangular region, the number of items of information for specifying the start position of code data of the block rows in the slice is specified on the basis of the number of blocks in the vertical direction in the rectangular region. A bit stream is generated by multiplexing at least the specified number of items of information, information indicating that each slice in the image consists of only one rectangular region, and the code data of the block row.
