The present invention improves the image quality of a virtual viewpoint image by making deterioration in the image quality less conspicuous even if there is an object at a position near a virtual viewpoint. The information acquisition means acquires virtual viewpoint information. The identification means identifies an object of interest that is not a target to be made transparent from among a plurality of objects associated with the virtual viewpoint image on the basis of at least either an input according to a user's operation or the position and direction of a virtual viewpoint indicated by the virtual viewpoint information. The generation means generates the virtual viewpoint image such that the transparency of objects that are not of interest other than the object of interest among the plurality of objects and which is at a position separated from the position of the virtual viewpoint indicated by the virtual viewpoint information by a first distance from is higher than the transparency of an object that is not of interest at a position separated therefrom by a second distance longer than the first distance when viewed from the virtual viewpoint.
