An information processing system (100) comprises a quality estimation unit (111) and an image processing unit (113). The quality estimation unit (111) estimates quality information of an image of interest. The image processing unit (113) processes the image of interest by using a neural network corresponding to a network policy which is determined on the basis of quality information of the image of interest.
