The purpose of the present invention is to make it possible to prevent burrs and sags from forming at the end part of a core plate, to improve the insulation performance of the end surface portion, and to prevent delamination. A metal core substrate (11) is obtained by forming an insulating layer (31) on both the obverse and reverse surface of the core plate (12) to form the metal core substrate (11), and then performing separation by blanking, wherein at least part of the blanked outer peripheral edge part is provided with an insulating structural part (41) having the end surface (22) of the core plate (21), which is retracted further inward from the end surface position of the outer peripheral edge part, and having an insulating covering part (32) that comprises the resin constituting the insulating layer (31) and that covers the end surface (22) of the core plate (21). A resin-filled hole (division part (24)) is therefore formed at the blanking position on the core plate (21), as is a linking portion (27) removed prior to blanking, only the resin is present at the blanking position during blanking, and blanking can be performed without the use of a mold.
