Abstract:
Moving picture data is acquired at a desired bit rate at high speed without re-encoding when a plurality of sets of moving picture data are combined to produce a multi-screen image. A layout specifying means (502) specifies the arrangement of a moving picture, and a bit rate determining means (503) specifies the bit rate of the multi-screen after synthesis with respect to a frame type determining means (505). When a significance determining means (504) determines the allocated rate of the frame rate, the frame type determining means (505) determines the frame type of the moving picture data which a data acquiring means (501) acquires, and requests a synthesizing means (506) to carry out synthesis. The multi-screen generated by the synthesizing means (506) is distributed over a network through a data transmitting means (507).
