A method and device for generating a movement authorization for a train, an ATP, and a ZC. A first distance between a first train and a second train is acquired (101); a response time required by the second train for running across the first distance is acquired on the basis of speed information of the second train (102); a second distance across which the first train runs in the response time is acquired on the basis of speed information of the first train (103); and a movement authorization for the second train is generated on the basis of the first distance, of the second distance, and of a preset safety margin (104). When calculating the movement authorization for the second train, an actual running state of the first train is taken into consideration, the first train is no longer set as a static obstacle, and the movement authorization can be extended, thus reducing a tracking distance, increasing the operational efficiency of a line, allowing an increase in the train departure density during peak hours of operation, and reducing operational stress during the peak hours.
