In the present invention, in a state in which a granular absorbent material is infiltrated into a nap-raised fiber sheet, the absorbent material is prevented from moving.　A base sheet (60) having one main surface (60s) coated with an adhesive is supplied to a conveyance device (16) and the base sheet (60) is conveyed while the other main surface (60t) of the base sheet is suctioned. A first laminate (50p) is formed by overlapping the one main surface (60s) of the base sheet (60) with the other main sheet (52t) of a fiber sheet (52) having one main surface (52s) nap-raised; then, a granular absorbent material (2) is scattered on the one main surface (52s) of the fiber sheet (52); the scattered absorbent material (2) is infiltrated into the fiber sheet (52) when the other main surface (60t) of the base sheet (60) is suctioned; then, a second laminate (50q) is formed by overlapping the one main surface (52s) of the fiber sheet (52) with the one main surface (62s) of a cover sheet (62) coated with an adhesive; and then the resultant sheet is compressed in the thickness direction by means of a compression means (19) and the coated adhesive spreads inside the fiber sheet (52).
