Abstract:
The present invention enables a monitoring image to be displayed with which it is possible to intuitively grasp the state of congestion, etc., in a facility, while also reliably protecting the privacy of an individual. The present invention is provided with: a first processing unit (42) for applying, to a captured image acquired by an imaging unit (21), image processing for reducing the discriminability of an object seen in the captured image; a second processing unit (43) for detecting a moving object from the captured image and generating a mask image that corresponds to the image area of this moving object; and an image output control unit (44) for generating a monitoring image in which the mask image generated by the second processing unit (43) is superimposed on the discriminability-reduced image generated by the first processing unit (42), and outputting the generated image.
