A power control system and an energy storage vehicle having same. The power control system comprises: a fuel cell system (1) for generating electric energy using a electrochemical reaction, the fuel cell system (1) being connected to a fuel tank (10) for storing a liquid fuel; and an energy storage system (2) for absorbing the electric energy generated by the fuel cell system (1), the energy storage system (2) being connected to the fuel cell system (1). The power control system can provide a fuel to the fuel cell system (1) using the fuel tank (10) carried by the power control system; the fuel cell system (1) can generate electric energy using the fuel and store the electric energy into the energy storage system (2); the electric energy stored in the energy storage system (2) can provide energy to a control system assembly (3) or other electrical facilities of a vehicle, so as to provide necessary drive forces and related electricity supports to the vehicle, thereby resolving the problem that a vehicle needs to be rescued due to that the electric energy of the vehicle cannot be efficiently supplemented in heavy traffic situations during a running process of the vehicle.
