Provided are a pre-tensioning module and a seat belt retractor including same, the pre-tensioning module comprising: a driving motor generating a rotational force so that a seat belt webbing can be wound on or unwound from a spindle; and a power transfer unit which selectively transfers or blocks the rotational force generated by the driving motor to the spindle, wherein the power transfer unit comprises: a housing in which a clutch portion is formed in a cylindrical shape with one open surface and is rotated forward/backward by the rotational force of the driving motor; a shaft arranged in the housing; a travel gear arranged in the housing and linearly reciprocating; and a head engaged with the travel gear to receive the rotational force. A structure having a rib formed therein for transferring the rotational force of the housing to the travel gear is provided in the housing so that clutch-on/off functions can be implemented to transfer or block the rotational force generated by the driving motor provided in the pre-tensioning module to the spindle, and the coupling force between components provided in the power transfer unit is improved to prevent the generation of vibrations or noise due to incomplete coupling.
