Abstract:
The present application provides a redirection method, a communication system, and a communication device, being able to realize redirection of a terminal between heterogeneous systems, and can further realize redirection between a 5GS and an EPS. The method comprises: a mobile management network element of a first system determining to redirect a terminal to a second system according to CIOT characteristics in the second system supported by the terminal and preferred CIOT characteristics; then the mobile management network element of the first system sending redirection instruction information to an access network element of the first system, the redirection instruction information being used to instruct the access network element of the first system to redirect the terminal from the first system to the second system; and next, the mobile management network element of the first system receiving a handover requirement message from the access network element of the first system, selecting, according to the handover requirement message, the mobile management network element of the second system, and sending a first message to the mobile management network element of the second system, the first message being used to request to hand over the terminal to the second system.
