This terminal executes mobility control of a layer 1 and/or a layer 2. The terminal transmits a measurement report pertaining to a layer 3 when the mobility control is applied. Specifically, the terminal transmits a measurement report that includes identification information pertaining to a serving cell and/or an adjacent cell.
