Provided is a train control system, wherein an onboard control device comprises an onboard control unit which transmits an on-track position of a train to a ground control device, receives, from the ground control device, an available travel route of the train and a permitted travel position indicating a position at which the train can travel within a range of the available travel route, the available travel route and the permitted travel position being based on the on-track position, and controls the train such that the speed of the train is lower than or equal to a designated speed limit on the basis of an operation pattern indicating a control pattern for the train for the permitted travel position. The ground control device includes a ground control unit which calculates the available travel route and the permitted travel position on the basis of the on-track position received from the onboard control device, and transmits same to the onboard control device. The onboard control unit calculates a failure rate of brake devices in a failed state out of brake devices mounted to the train and controls the train such that the speed is lower than or equal to an abnormal-time speed limit which is a speed calculated on the basis of a normal-time speed limit of the train at the time when all of the brake devices are normal and the failure rate.
